what is your REAL question here? 

Are you asking how to buy ownership of such lists so that you can 
publish their newsletters?   This would seem quite adventuresome, 
and a rather daunting venture to absorb several publications into 
one publishing house.

Or are you wanting to purchase the one-time rental of someone 
else's mailing list for the purpose of advertising in your own email 
campaign?  This of course amounts to SPAM and is not at all 
something worth doing. Why not just purchase advertising on their  
newsletters instead?
