Inexpensive web hosts usually come with low grade
tech-support, and you still have to determine the
margine you are looking for.

However, here are different options:

digitalspace.net

You offer good service with lots of feature, and
it is only for $2 a month, you pay one year
upfront =$24, but the tech support is rather slow
and in my hymble opinion, not up to the standard.

sharx.com:

for 29$ you can get 30mb site with lots of 
features, but the last time I checked, they
did not online accept credit card payment.

virtiualis.com

for $39 a month you get a 30mb site with one pop
address, 3 aliases, and one autoresponder.

bizland.com

free 35mb , one pop address, e mail forwarding,
no autoresponders, free shopping cart
