Get thee hence to OLM.net or WebAXXS.com (same company, different hosting
packages).
They have FrontPage2000 extensions.  They have MIVA Merchant.  They support
PHP.
They have a customer user discussion group (many of us went to OLM/Axxs
after getting burned in the CI Host fiasco a few months ago;  OLM recognizes
the value of listening to their customers--they even have one of their own
techs monitoring the list and responding -- how many hosts do you know who
do that? and how many hosts have you been on where you could talk to other
customers and swap notes?   OLM has their stuff together)

No, I don't get any money for the recommendation...  I've been through
several hosts myself, and I will stick with OLM.
