Hi, Leon.
I publish 2 newsletters, both using html, one purely, and the other,  
text with some html enhancement. I do believe that you should offer 
both text and html versions, as I've actually been contacted by 
subscribers who prefer text versions. What I do to try and "straddle 
the fence", so to speak, is provide a text footer, giving my readers 
the option to "view it on the web"; I have archived all past issues
on my websites. I have not received any complaints. As far as the 97%
argument, it may be possible, considering both Outlook(IE) and 
Netscape's latest versions both support it, upgrades are  easily 
available, most of the computers in use today can support the latest 
versions of the browsers (and e-mail clients...), etc. You could also 
offer an upgrade link in your newsletter, making it easy for 
subscribers to access the latest version.
